Overview

Are you an IT professional who enjoys problem-solving in a complex and challenging environment? Do you have experience with .NET development? We need your skills to develop and maintain the DCYF Background Check System. This system automates, monitors, and tracks all background check types used by DCYF. The main objectives for the .NET Developer position are to design, develop and maintain mission-critical applications in support of the DCYF mission to, “Protect children and strengthen families so they flourish.”

In business-specific terms, this position supports DCYF programs that create safe, healthy, and nurturing learning experiences for all Washington children by ensuring employees and providers who work with children pass a background check. The .NET Developer enables DCYF to realize its vision by performing specialized software design, development, maintenance, testing, and support for DCYF applications. This includes responsibility for the architecture, design, development, enhancement, testing, and implementation of all system changes throughout the system development life cycle (SDLC). The .NET Developer does this work in a highly regulated IT environment and a key objective is compliance with industry best practices and all applicable Washington State and federal security standards, laws, and regulatory requirements (e.g. OCIO Policy 141.10, FERPA, CFR 42, CJIS, etc.). This position is currently working remotely and is eligible to continue.

Required Qualifications:

Bachelor’s degree or higher in computer science or closely allied field including 9 semester or 15 quarter hours of computer science courses. Experience can substitute, year-for-year for the required education.
OR
Four years of progressively more complex problem solving as a developer designing, developing or maintaining large-scale applications with mission-critical business functions using Bootstrap, JavaScript, Knockout, jQuery, Razor, AJAX, Java, ASP.NET MVC, Entity Framework, Reporting Services, MS SQL Server, Microsoft .NET C#, Transact Structured Query Language (TSQL), HyperText Markup Language (HTML).
PLUS
Four years of progressively more complex problem solving as a developer designing, developing or maintaining large-scale applications with mission-critical business functions using Bootstrap, JavaScript, Knockout, jQuery, Razor, AJAX, Java, ASP.NET MVC, Entity Framework, Reporting Services, MS SQL Server, Microsoft .NET C#, Transact Structured Query Language (TSQL), HyperText Markup Language (HTML).
Working knowledge of Agile values and principles as they apply to application development.
Working knowledge of Scrum development methodologies, artifacts, and traditions.
Working knowledge of DevOps concepts.
Experience working in a highly regulated environment where IT assets and data are subject to a broad range of state and federal information security requirements and regulations.
